Biosecurity - also need to watch garbage pickup and anything leaving arm should be C&D'd as well - particularly with a disease that may not kill animals right away. This reduces the risk of inadvertent spread.

Hi Chip - for the feed on the farm in China, the craziest part is the had bulk bins to receive feed in this same area of the farm (the 2nd gate) - the program was supposed to be deliver bulk feed with the feed mill truck then auger it into the farm truck, no bags involved and no human handling needed. This was an example of not having good stakeholder coordination, that was the farms plan but the feedmill had never purchased a truck to haul bulk feed and as such they weren't using the biosecurity capabilities they had. The feedmill purchased a feed truck for hauling bulk feed, and the risk was instantly mitigated, it just took communication and accountability.

As someone that has assisted with garbage feeding inspections, I think it would be hard to stop people from garbage feeding. People would ignore the rule and do it illegally and we would no longer have the ability to monitor what they are feeding ( not to say we know of all the garbage feeders).
